LOPY.
Your Excellency,
Enclosure 1.

Rec9 26 MAY 10
Comparing the S. of S.'s and our copy of
the telegram only one point of difference is apparent: "Imperial
Maritime Customs" in our copy is represented by "there is a" in
the S. of 5.7
On looking up the cypher I find that "Imperi- --al Maritime Customs*----8499, and "there is a*----6299; and
in Morse Code 84 and 62 are represented thus:-
- - -|- - -
identical except for the spacing.
At the time I asked for the group to be
repeated, the Telegraph Office replied that there was no error
(a most likely mistake as the number of dots and dashes were
correct).
Unfortunately the cypher is destroyed and I
am unable to tell for certain that the words "there is a" were
sent; but there can be no doubt that this explanation is the
correct one.
